who is an expert on commercial speech? i have a 1968 anti-
billboard law on guam that has been tweaked to allow
political signs, and signs on school bus stops, with a
total exemption for nonprofits. my guys, of course, have
put up huge off-site billboards advertising their cell
phones. misdemeanor charges loom. 1st am defense? get
ready to do some time? ouch.
