It appears that Va and other states are forcing law-abiding
hunters to "self-register" their shotgun ownership by way
of the Virginia Harvest Information Program (HIP).
The new season and bag limits regulations for 2002-2003 for
migratory game birds states: "Hunters ...must register
each year with the VA HIP...before hunting these game birds.
Upon going to www.wetland.net web-site to register it is
seen than many states are participating. The hunter is
forced to enter his date of birth and address information
and also answer a survey before being issued a REQUIRED HIP
number.
Rather than using anonymous registration, this program
dupes and tricks law-abiding citizens into "self-
identifying" themselves as shotgun owners (the typical
weapon for bird hunters). This is defacto "gun
registration" and allows for later confiscation of these
guns at some later time as one possibility.
I suggest you call your legislator and get them to change
this program to an anonymous registration or to KILL IT
ALTOGETHER. If they want to know how birds there
are...they can do spot check samples like everybdoy else in
this business.
I, for one will not register for a HIP number since it
violates my privacy and allows my shotgun to be registered
with the state and for which I receive no compensation for
my typing time....
This is another example of soembody overstepping their
authority.
