That law sounds silly. Expungement is the complete obliteration
of a record, as if it never existed. Websters dictionary defines
it as, "to remove or delete; erase.." If I were a state agency
and an entity asks if thomas has a criminal record, and I
respond, "he did, but it was expunged", then the record is NOT
REALLY expunged, is it? Expungement, unlike pardon or anullment,
is supposed to treat you as if you NEVER had a criminal record
EVER! If you go through an expungement proceeding and it is
granted you, then the answer is the expungement restores all
rights enjoyed as if a person never had a record. If that is not
the case, then your record is not expunged within the spirit of
the definition. Find a lawyer in your area and press the issue.
