An Attorney General does not "rule" on an issue of law, only a court can do
that. I suspect you are referring to an "Attorney General Opinion" which is
advisory but does not have the force of law or precedent.

First, standard advice is to seek counsel from a Washington State attorney.

Second, some may disagree, but I believe that the quickest way to find out if you have
lost your gun rights in Wash is to apply there to purchase a gun. However, most states
require that you be a resident to purchase a firearm. What ever you do, do not lie on
the application form if you do try to purchase a gun. If your pardon says you may
legally state that you have no record then you may state that you have no record on any
application or form (except a bar application). If they disagree they will tell you that
your pardon has not removed your record for the purchase of a firearm.
