    The Answer is nothing. The Second Amendment applies only to
    the federal government. It does not restrict the states in
    any way. It was never incorporated through the Due Process
    Clause of the 14th Amendement like the First, Fourth, Fifth
    and Eighth Amendments, for example.

    So, right or wrong, state governments can do whatever they
    want, subject to their own state constitutions, and other
    restrictions.
