This was copied and pasted directly from the Virginia State
Police official website. It would seem to me (though I am
not a lawyer) that Virginia honors ALL valid Florida CCW
licenses. Therefore, I would personally conclude that in
your situation, even as a resident of Virginia, that your
state should honor your Florida non-resident CCW permit and
allow you to carry concealed in Virginia.

Virginia extends reciprocity or recognition to citizens
holding both resident and non-resident permits/licenses from
the following jurisdictions as set forth below:
Listing of states with which Virginia has Reciprocity
Agreements*:
Alaska
Florida
Kentucky
North Carolina
Ohio
Tennessee
West Virginia
* Virginia non-resident permit holders – Florida has
indicated that it does not grant reciprocity to holders of
non-resident permits. Virginia non-resident permit holders
should contact each reciprocal state to determine if their
permit will be recognized prior to carrying in that
jurisdiction.
Listing of states with which Virginia has mutual recognition
(Jurisdictions honor permits issued by the other):
Louisiana
Michigan
Montana
Oklahoma

Listing of states of which Virginia will grant recognition
to valid permit holders:

Although Virginia will grant recognition, these states may
not authorize Virginia permit holders to possess a firearm

Virgin Islands Temporary Permit
Persons with a valid Virginia concealed carry permit may
apply individually to the United States Virgin Islands
Police Department for temporary reciprocal recognition of a
CCDW license while in the Virgin Islands. This temporary
recognition is normally for ninety (90) days from the date
of issue.
