Post: License suspension and reciprocity with other states?

I have a client who has his license suspended for a long
time due to failure to respond to citations, and as such
cannot get his license restored in PA. He has no DUI or
reckless driving offenses.

Has anyone had any success getting a client a new license
in any of the states that do not have formal reciprocity -
Michigan, Wisconsin, Georgia, Tennessee, and Massachusetts?

I know that some of these states' DMV web sites state that
they won't grant a license to drivers with suspended
licenses in other states but how lenient are they?
