    Post: new law against annoying internet messages?

    Does anyone know anything about a provision of HR 3402
    (Violence Against Women Act)signed into law last week that
    penalizes sending "annoying" e-mail messages without
    disclosing the sender's true identity? I have read
    references to it on other sites, but have no idea what the
    provision actually says. I actually tried looking at the
    bill but couldn't find it before my eyes glazed over.
    Anyone know? I am wondering what the affect would be on
    sites like this. Is everyone who engages in a flame war
    now guilty of a federal crime? any thoughts? Who would
    report? Who would prosecute? Or is it just a bunch of
    mularky, there is no such provision?
