You admit to being arrested several times. The disposition
of an ACD (ajourned in contemplation of dismissal) is not
considered a dismissal based on the merits. Therefore all
ACD's can be held against you. The circumstances of all
arrests that were adjudicated ACD will be an issue of
character and fitness when applying for special patrolman
status or other licenses (i.e. pistol, security clearance,
etc.). Obviously with several ACD's on your record you are
being denied special patrolman status because the NYPD feels
you have questionable character and fitness. You'll need to
hire an attorney to do an article 78 for you. I suggest
attorney John Chambers 212-645-5279 who is a specialist in
dealing with the NYPD license division. Just a heads up to
you good legal representation is not cheap.
