I am going through this same problem. I live in Savannah GA.
This is what I have found..

Write a letter (make a copy for yourself) explain to them what
has happened, how you contacted them previously. Detail out
dates as best as possible. Problems. Health problems, As I was
very sick.. Take pictures.. Get doubles..

Mail it via certified mail..

This exempts your from paying anymore rent..

If your belongings are ruined, also include this in your letter..

Document your belongings that are ruined..

At the bottom of that there is low-income lawyers, contact
them. or contact a lawyer..

But make sure to send a letter to them and have it certified
mail with signature for acceptance, this way you can prove you
had contacted them..
