i have a cousin that is under the states care. she lives in
ky. her granny has custody of her and doesn't think she has
certain rights.

she is 17 and her granny told her that just because she is
over 16 she can't give consent for having sex. is that true?

she also said that even after she turns 18 she will be under
the states care until she is 18 and 6 months. is that true?
