    There is an important part of this story missing... was this
    a 4 way stop? Did the other person have a stop sign? If they
    did not have a stop sign, then it is, in fact, your mother's
    fault. Unless the other party was driving at an unreasonable
    or excessive speed, which would have caused her not to see
    him, begin a turn believing nobody was there, and resulting
    in him slamming into her. Likely the damages on the
    vehicles will tell that story.
