Post: Holding Employees Paychecks

    I work for a company that has an inexperienced Human
    Resource person. She frequently asks me to "Hold" an
    employee's paycheck, until she gets certain documents
    signed, or paperwork turned in. I am the receptionist, and
    I am not comfortable witholding anyone's pay, for any
    reason. Also, there is the matter of privacy and
    confidentiality. If anyone should hold paychecks, it
    should be the Human Resource person. Somebody help me
    with this one. We do receive Federal dollars, so there
    must be a rule on this.
