Post: Copy of contract never received. What now?

I was quoted 2 different prices ($8159.46 and then $10,604.72) for attendance at Milan in Fairfield, CA for an over priced esthetician training program. I completed approx. 200 of the 600 required hours, then dropped out to transfer schools. I immediately received a letter from Milan stating the "cost of attendence = $20,073.38" I never received a copy of a contract that I was suppose to have signed. The financial aid person at Milan won't return my call, so I'm writing a letter, and I'd like to know what my rights are. An instructor from another school mentioned that if Milan never gave me a copy of my contract, that that is considered fraud - is that true? Any information would be helpful! Thank you!
