Fingerprinting does not mean you already had been fingerprinted by the law enforcement but to enable your state record-keeping department run a full-fledging investigation through different resources, like FBI. Like in my state, all criminal records were kept by state highway patrol department. If some people wants to run this type of check, he has to submit his fingerprint and pay a little higher fee than regular check. It should release all records filed in that department both open and closed. Check your state's law to see how to get it done. Also you can go to your local police department which put your under arrest and ask for an arrest report, case investigative report and background check report.
