    Ok! ... That's a loaded question. Here's what ya do. Look this
    up on the web. One place that may tell you, no kiddin, is the
    c.i.a. web site. Now we know as the public from the news. When
    princess Di was killed, by standers in France hav a legal
    obligation to assist. None was mentioned here. Altoh i read that
    some western, midwestern states require citizens carry side arms
    in veiw. Incase help is needed. Statute or not! beats me! FL. to
    passes a carry law to assist the defensless. Law? again ...
    don't know. Try that web site for some easy answers? Maybe. Good
