If you still owe, you have to pay. The courts ALWAYS send out
notification for appearances to the address you have listed.
If you say you didn't receive it, it's your word against
theirs and theirs will prevail.
Find out what's owed, pay it and be done with it. If you
disagree with the outcome, you can hire an attorney but your
legal fees will most likely greatly outweigh the amount of
the fine.
