I have been receiving these same calls lately on my home phone.
So far, 78 calls in the last three weeks.
When I tried to call back, it was usually a busy signal, or
would go to a FAX machine.....except one time...
A man answered with "G.C. Services." I asked him the nature of
his business, and he said they collect for Capital One. Not
having any Capital One credit cards, I told him they were
calling a wrong number, and asked for the actual street address
of the company so I could file a complaint with their company
by mail, along with the main phone number. He said the main
number was the one I called, 1-877-290-8894, and they were
located in Canada. Apparently the Texas number is forwarded to
    a call center in Canada.
So far, that is all the information I have received, but I did
find a number to call to report annoyance/harrassment calls: 1-
    800-769-4099
