    Citizens are not required to answer your questions. You are required

    Wrong answer. The correct answer is: "Sure you can ask, but I told
    you to stop calling me. I'm not answering."

    If the citizen hangs up on you--or you on him--you are not allowed to
    call them back claiming a problem occurred with your phone.

    Your BS about fraud charges is lame. The main problem with your
    approach is that people and groups like you will end up ruining the
    ability of everyone to do business with strangers by telephone.
