    Betty, did you try to write your Congressperson, City delegate
    and your Governor. You are a citizen and your brother has
    served his time. Someone should respond to your request.
    Sometimes existing laws have to be questioned. What is the law
    concerning time served. If it stays with a person the rest of
    their life then is it served?
