Post: dui bench warrant issued for nonappearance..live out of stat

i have a friend who was arrested in ny state for a dui back
in april.he went to first two court appearances and was
scheduled for third.He lives in pennsylvania and was sick
at time of 3rd court meeting.Court clerk told him judge was
going to issue a bench warrant.again..he lives in
Pennsylvania,dui was in NY state..questions are
a- is there a statue of limitations on bench warrant or dui
charge?
B- Will they pick him up in pa or just wait till he screws
upand they pull him over for a traffic ticket or whatever?
c-what is best course of action?
please help,,its family and he will lose job/house,etc
