    VICTIMIZED BY A MODERN DAY WITCH HUNT, GUILTY UNTIL PROVEN
    INNOCENT. IS THIS TYPE OF BEHAVIOR ACCEPTABLE IN OUR
    SOCIETY?
    • June 1991, believing the words of the custodial
    parent, I assumed responsibility of minor child without a
    paternity test.
    • September 1991, the custodial parent informed me
    the child was not mine.
    • February 1992, the custodial parent refused to
    submit the child to a paternity test.
    • March 1992, the custodial parent and the child fled
    the State of Texas. The custodial parent with child
    discontinued contact with the State of Texas Attorney
    General’s Office, Travis County Domestic Relations Office,
    the courts and me.
    • 1992, as a result of no contact from the custodial
    parent the case was closed and the garnishment of my wages
    ceased.
    • September 2001, I was informed by Illinois
    Department of Public Aid, Division of Child Support
    Enforcement I was in arrearages for the sum of $24,400.00
    for child support and if I didn’t pay the amount in full
    they would proceed with actions to intercept my 2001
    federal income tax refund.
    • October 2001, I informed IDPA, DCSE of the
    extenuating circumstances that occurred in Texas.
    • December 2001, IDPA, DCSE declined to submit the
    child to a DNA test.
    • January 2002, IDPA, DCSE sent to my attention a
    copy of the document they were enforcing which did not
    possess a court seal, registration numbers, certification
    stamp or a judge’s signature.
    • January 2002, Texas informed me IDPA, DCSE did not
    possess a valid Texas court order and intercepting my 2001
    federal tax refund was not legal.
    • February 2002, IDPA, DCSE did not afford me due
    process prior to the interception of my 2001 federal income
    tax refund after numerous requests.
    • March 2002, IDPA, DCSE requested certified copies
    of Travis County, TX order 91-4610 on March 22, 2002. The
    order was certified March 28, 2002 and forwarded to IDPA,
    DCSE. However, after IDPA, DCSE received the certified
    order from Texas; the certification date was altered to
    March 25, 2000.
    • April 2002, IDPA, DCSE immediately forwarded the
    order with altered certification stamp to State of
    Washington, Division of Child Support for enforcement.
    • June 2002, I traveled to Texas to address the 1991
    court order. I represented myself pro se and requested the
    judge to order the custodial parent to submit the child to
    a paternity test. However, the custodial parent failed to
    appear and the judge abated child support from the 1991
    order.
    • July 2002, IDPA, DCSE declined my FOIA request to
    view my case file in its entirety.
    • November 2002, State of Washington, DCS on behalf
    of IDPA, DCSE submitted Travis County, TX order with
    altered certification date stamp in a court proceeding for
    finding of financial responsibility. State of Washington
    DCS and I were present and the custodial parent was present
    via telephone. Due to the abundance of exhibits the
    custodial parent requested a continuance of the hearing.
    • December 2002, I received correspondence from a
    collection agency informing me their client; Illinois
    Department of Public Aid submitted a debt on November 15,
    2002 for the sum of $1,246.00.
    • January 2003, the finding of financial
    responsibility hearing resumed with State of Washington,
    DCS and I present and the custodial parent present via
    telephone. Due to Washington, DCS declining my request for
    paternity test of the child. I requested a continuance of
    the hearing to file a “Bill of Review” in the State of
    Texas.
    • May 2003, I traveled to Texas to address the 1991
    court order. Again, representing myself pro se requesting
    the judge to order the custodial parent to submit the child
    to a paternity test. Due to IDPA, DCSE altering court
    documents and again the custodial parent’s failure to
    appear, a judge vacated the 1991 order.
    • May 2003, State of Washington, DCS dropped their
    Finding of Financial Responsibility case.
    Sir, I am now seeking legal representation to pursue civil
    litigations against IDPA, DCSE and the custodial parent. I
    appreciate your time and patience.
