    I was a victim by-product of this screwed up law. I had my
    driver's license supspended unbeknownst to me because I wasn't
    informed that I even owed $ on this surcharge and then I got
    pulled over by an officer for what would have been a speeding
    ticket and instead got taken down to county jail and am still
    hiring lawyers and trying to resolve it. All for a $250 fine I
    didn't know I owed.
