As a former employee of Wolpoff and Abramson, I know they frown on FDCPA violations. You have to provide a copy of the police report to Wolpoff and Abramson along with a statement advising the account is fraud and there are a few other steps outlined on what's called the "Initail Demand Letter". That is the letter you received first by W & A. You have 30 days to request validation or dispute the debt or it will automatically be assumed to be a valid debt. That is why you were ignored by NA. NA doesn't handle disputes. By the time it reaches their office, all disputes and request for validation of the debt have legally expired. At this point, there is nothing you can do by law. It is important to follow the procedures outlined in the intial demand letter sent to your mother if you wanted this debt to be removed. Suing W & A and NA will only cost you in the long run.
