The topic of a universal ID data bases is a real and serious
issue. Although I have no idea what an "SPN code" is, the topic of
unwarranted intrusion into private lives by way of data bases
containing personal info is not a joke.

Another serious topic on this line is "partial match" DNA
searching. Although we normally think of a DNA search returning a
statistical "exact" match, it is now possible to get a return of a
partial match from a person who is legitimately in the data base
because of a criminal conviction. This partial match would
indicate whether the unknown sample is likely to be a paternal
relative of the partial match subject. Then on the strength of the
partial match authorities question relatives (who are not in the
data base and may be totally innocent of any wrong doing) of the
partial match person and attempt to get a DNA sample.(Just like on
CSI but for real) Some states already prohibit returning partial
match results from their data bases. CODIS (national DNA data
base) is struggling with the issue. They currently will return
partial matches only if the source state allows it.
