In most government jobs applicants possess certain rights in
the selction process including the right to appeal
nonselection. That may or may not be the case with your
son. Its not clear whether or not this is even a public
sector opportunity.
In any event, its entirely possible that your son was
qualified but not selected "because" there were many other
qualified applicants. With no stated reason its tough if not
impossible to tell.
