What, exactly, is your legal question?

If you're asking if it is illegal for you employer to refuse
to reimburse you the additional miles, the answer is no
(unless you are a union member with a collective bargaining
agreement with a requirement in the contract that covers this
situation).

How did you get to the out-of-state location in the first
place? It appears you chose to drive for your own reasons or
convenience. Your post mentions nothing about that mileage.

If you plan to make an issue of this with your employer for
about $20.00, I suspect your employer will have the last say.
And you won't like that decision, either.

You employer is doing nothing illegal. You have no "right" to
mileage in the absence of a collective bargaining agreement
that provides otherwise.
