Under federal law, travel time is compensible unless the travel time is outside of normal hours of work AND the employee is a passenger on a plane, boat, bus, or automobile. Assuming that's not the case, then your husband's travel time must be paid. Your husband should either (a) inform his supervisor/HR department that they need to review federal (and State) wage and hour laws regarding paying for travel time, or (b) contact your State's Department of Labor and file acomplaint.
