A valid grievance to take to whom? This isn't a legal issue. As long as your husband is being paid at least minimum wage, his employer's wage obligations under the law are met. Your husband is free to ask management to re-think their offer and of course he can look for new employment elsewhere with compensation more in line with his responsibilities.
