you're correct that employers are typically required to
provide all necessary safety tests.
and, OSHA requires employers to pay for some hearing
tests. "The [Audiometric Testing Program] must be provided at
no cost to employees" says OSHA at
http://www.osha.gov/dts/osta/otm/noise/hcp/audiometric_testing
.html online, and applies to "all employees exposed at or
above the action level of 85 dBA-TWA (time-weighted average)"
(whatever that means).
