Post: mileage reimbursement

Recently, my job responsibilities has changed, and I have to drive to many of our contractors(not owned by my company) few times a week. Some of them are sort of "on the way" to work so I will go there in the morning for a few hours before I go in to the office, and I was told by my office that I can only reimburse the additional mileage (from home to contractor to office minus from home to office). However my friend said since I started working at the contractor's place, I should be able to reimburse the full mileage from contractor to the office. Is this true? I am paid by the hour (not monthly) so they do agree to start my clock when I arrive at the contractor. Not sure if this makes any difference to my situation. Thanks!
