In other words, in situations like you've described, the child's
parent gets to make the decision with whom his child visits;
and, it looks like he's made his decision.
However, many states are attempting to enact laws that allow
grandparent visitations without violating the U.S. constitution.
This area of the law is still evolving at the state level.
You should consult with an attorney in your state to resolve any
questions you may have.

"grandparents rights" + "visitation" using any search engine.
