Post: Neighbor Harrasement

I have lived in our house for 6 years. Recently a new person moved in next to our neighbor behind us. The new owner came over and told us that our dog woke him up at 5:30 am. And that our other dog also barked and woke him up. Our dogs are not out that early in the morning, as we don't get up that early either. I was polite saying thank you for letting us know. We will try to keep them queit, but we cannot control if someone walks by our house, since we live on the corner. Two weeks went by and we have been letting our dogs out between 7-8am (back yard) on July 4th the neighbor came over at 8:00am and said our dog woke him up at 6:30am. We explained to him we didn't get up until 7:00. We asked him if the fireworks and the late night teen parties wake him up he says he doesn't hear that. We explained to him we are in the city ordinance, and that our dogs only bark if soemone comes up to the door or walks by the house just as any other dogs do as warning to us. They do not bark for hours. We mentioned to him that we are not going to work around his sleeping schedule and that he needs to move to the country. My question is what rights do we have? He has been seen by a neighbor on our property while we are at work, he walks up to the gate where the dog is and of course she does not know him so she barks
