All Public areas there is freedom to take picutres, use binoculars ect. If the College was a state college on "public" property I would say yes. In public areas such as streets and parks it is usual to see cameras. If on private priperty it would still be legal. Manny stores have cameras watching customers with out their expressed or implied consent. Also with banks there are many cameras there. The weight room was public area just as a bank lobby. There was no "reasonable expectation" of privacy here as with a dress room, or shower room. Res ispa Loquitur.
