Post: grandparent adoption

According to Florida Statutes grandparents have priority to adopt their grandchildren if the child lived with the grandparent 6-months. My grandson lived with me from age 2 to age 5 he was placed in a foster home for adoption. Before the adoption was finalized I petitioned for adoption. I was denied the consent to adopt by the Department of Children and Families. They state they made the placement and will not consider and will not consent to my adoption petition. Do I not have equal rights to petition since Fla Statutes state who may adopt.Husband and wife etc and gives priority to grandparents.And policy states relatives are a preference? I am going to appeal, and with a different attorney. Are my rights being violated. I have had court ordered visitation with him. It was stopped by the dept of children and families when I petitioned for adoption without a reason and without an order. Can you give me your opinion?Thanks.
