Post: 4H & county funds

Just a curious question that I was wondering if it fell under like a "separate" but equal type thing ... we had a 4H club ( that is part of the county extension office ) that was denied a request for funds to travel to a 4H sanctioned and sponsored event. These children WON a State 4H competition and were selected to move onto the next level of competition, however the parents did not have the financial resources to get them to another state for the competition. The county commsioners voted Not to give any money to the 4H club to continue on to the national level of competition - however the commisioners have provided money for transportation for other 4H children in the same community to attend a 4H camp- just curious as to why 1 set of children that needed money for transportation to camp were allowed the funds - while the others that won a competition were denied the funds to travel .. all within the same county government.. any ideas ?? anyone ?
