It sounds like the father is in contempt of court for violating the visitation schedule the court ordered. And it also sounds like this child may be in need of intervention from someone who can provide a better environment and care for her. Your aunt should consult with a family law attorney and/or consider contacting child protective services. She may want to petition the court for guardianship/full custody if that is in her granddaughter's best interests.
