Post: rights of victims of mentally ill

If a person who is presumed to have a paranoia disorder keeps making statements to the police about you (all untrue), causes investigations to be done on you on the job because untrue allegations etc. What are your rights? The person is very intimidating and we worry about violent behavior though they have not displayed anything physical thus far, just verbal. Is there any way to force someone like this into treatment? We worry about what must be happening to the environment in this persons house and the effect it must have on her young children.
