Post: Distinction between foreign and american-born minorities

I'm gonna keep asking this till I drop dead. Can the distinction be made in race discrimination cases between foreign-born and american-born minorities. I'm referring to what's been going on in academia and research where hiring manager's open the door to foreign-born minorities (to meet their quotas) and close the door to american-born minorities (less likely to exploit). It's rampant in places. Where I work, for example 95% of the "minority" population is foreign-born and exposed to non-normal treatment in regards to hiring, benefits, etc. relative to the major population.
