    Excellent point. I've seen that happening all the time. In
    fact, I'm a foregin-born hispanic (in ethnicity terms
    according to Federal guidelines) engineering professor in a
    major midwestern university. I was one among 100 applicants
    for the job I eventually got, but at the time of the interview
    I made clear to all that I new the rules and that my
    interpretation of the law was that I was kind of third
    priority. Didn't want any preferential treatment.
    However, the university was later pretty quick in "counting me
    in" as a minority hire.
    Overall, I'm having a great career and I don't feel exploited.
    however, I agree with you for the most part.
