A prosecutor's job is to seek justice, and if he has a
conflict of interest, as this one seems to have, he must
either refer it to somebody else within his office, or make
sure that a special prosecutor is appointed.
If I were in your situation, I would probably first write
letters, so there is a paper trail, perhaps alert the media,
and assuming he is a local state prosecutor, possibly consult
the federal authorities.
Of course, this presupposes there is ample evidence to make a
case against the prosecutor's friend.
