    Well, I'm not a Pennsylvania lawyer. Perhaps one of the local bar
    with some insight into this could comment.

    Reading between the lines, it looks like you were ordered to some
    sort of emergency custody hearing with children's services or
    what ever they call them in your area and your children were
    either removed from the home or custody was given to another-a
    former spouse or relative.
    You say the hearing officer did not provide you with a report.
    It's a matter of record and you are entitled to a copy.
    You also say that the judge signed off on the hearing officer's
    order and that you were not notified of this.

    I can tell you that in this area you would not be notified of a
    judge signing an order-that would have been presented by a
    children's service or a county attorney.

    You also say you appealed to superior court, but you do not get
    to make an end run around the court of record. My guess was you
    may have not exhausted your administrative appeals and otherwise
    followed the proper appeal procedure, and that is probably why
    your appeal was summarily denied.

    You are saying that the child services officer is not legally
    authorized to enter an order but it sounds to me like the source
    of the authority is the judge who signed off on it. Anyone can
    write an order but the judge is the person who gives it force and
    effect.

    I can tell you that you will not get anywhere arguing that
    somebody is impersonating a public official or alleging collusion
    or alleging fraud on the court without a higher order of proof
    than you have shown so far.

    My guess is that there was a good reason child services got
    involved in your life and that is something you haven't talked
    about.
