Post: Driver Responsibility Assessment

I hope I am on the correct message board. I need someone
willing to explain how the Driver Responsibility Assessment
imposed by the DMV (I live in Western NY) is not considered
extortion or an overstepping of boundaries between the
legislative and judicial branches of the state government.
I will give more details as to the specifics of my situation
to those with any interest in this. I am concerned with
both the method this assessment is imposed as well as the
the reasoning and goal of the assessment.
