    Yeah, it's insane alright. I'm wondering if I can just ignore
    it since I don't live in NY. From what I understand, the
    state of NY only seems to have the authority to suspend a NY
    driver's license for non-payment of the assessment and I'm
    out-fo-state. After doing some research online, though, it
    seems most states have adopted this assessment program.

    Wouldn't it be nice if they actually told us what they're
    using the money for? Is it going for road improvement or
    just lining political pockets?

    Oh yeah, I might add that I received my ticket in the mail
    with the option to plead guilty or not guilty. AFTER
    pleading guilty and paying the fine, I was then served the
    assessment which informed me that pleading guilty left me no
    way out of fighting it.
