On what statutory grounds do you think the Courts will
terminate his parental rights? There MUST be statutory grounds.
Read your court order when you were divorced/awarded custody.
The order should say which state court have jurisdiction. It
is highly probable that NY retained jurisdiction. However,
your husband loses only a filing fee if he files in the state
where he lives -- the state can tell him it has no
jurisdiction if NY retained jurisdiction.
