    If he pays court-ordered child support, you bet he can ask
    for visitation & he will get it unless the court determines
    it is not in the best interests of the child due to
    health/safety issued.

    Since he signed the birth certificate & the court ordered
    him to pay child support, he is the legal father -- doesn't
    matter if he's the sperm donor or not -- the court says he's
    the legal father. A legal father will get visitation (see
    comment above).
