The "OW" can give her baby any last name she wants.

Your husband has absolutely no rights whatsoever to know
anything about the OW's child unless/until a court with
jurisdiction determines your husband is biodaddy.

No, your children do not have the right to know if the OW's
child might be their half-siblikng until/unless a court with
jurisdiction determines that your husband is biodaddy.

It appears you're pointing your finger and thus the blame
for this situation at the wrong person.

YOU don't do anything in this situation because YOU have no
rights and no standing to do matter.

And since your husband didn't ask for any guidance, it thus
appears he doesn't want to DO anything now.
