Post: 17 year old moved out, Missouri

According to Missouri "17" law a 17 year old can move out and the parents can't do anything about it. We do live in Missouri. She moved in with her mom who lives in IL. My husband has sole physical and legal custody of his kids. My husband explained to his ex wife that she would be responsible for getting their daughter to and from school until there was a court order stating other custody arrangements. In Missouri a 17 year old drop out of school without parental consent, however now her and her mom are trying to enroll her in a high school in IL, however they can't because in IL she is considered a minor and her mom has NO CUSTODY. My question, is there a chance that my husband can get in trouble for not giving guardianship to his ex wife so that his daugther can go to school? He has in writing that she is responsible for getting her to her current school every morning until the courts say other wise.
