Post: Child born overseas to US Citizen

Hi, My case ia a little wierd, please help. I was born in New york and moved to Dominican Republic when I was about 14. I then had my son in the DOminican Republic at age 24. I would come to the states but on vacation staying no more than 2 months. I went to the American Consulate in the DOm Rep. to see if I could transfer my citizenship to my son, note his mother is from the Dominican Republic. They indicated to me that I needed to be present 5 years after the age of 14 in order for me to transfer my citizenship. I thought that I needed to be in the US again at least 5 years for me to start the process again, but they are indicating that this didn't matter. What process do I need to take in order for me to have my son come over to the states. Is there a form? do I need to go to the American Consulate in Dom Rep to start another process? I have been living in the states for more than 10 years now. Please help. thanks
