    I think that you want to retain Legal Aid which may take your
    case free. But it isn't welfare that you want but rather
    medicaid which is typically applied for through the local Dept.
    of Social Services Medicaid unit. there are quite a few
    medicaid programs in each state and each program has different
    qualifications, etc. If legal aid will not take your case then
    contact your state Bar and ask about the pro bono services
    section for your case. Short of that you may be able to get some
    pro se guidance at your local county judicial offices, clerk of
    court, etc.
